Would it be OK to install the Internet/Cable in apartment buildings? Do we have to ask the landlord/apt managers first?

Installers often have to see a permission letter before they will drill into the walls etc. Ask your landlord.

In most jurisdictions the landlord cannot refuse permission. They do have a right to a professional job, however, and if it's not up to standards you can be charged for the cost of repairs.
