Will power is a mixture of discipline, self-esteem and assertiveness.
refine these things
Discipline - It sounds stupid, but you can hone discipline by doing things you don't like to do. The better you get at making yourself do things you don't like sets you up to do things you want to do but are hard (i.e. - quite smoking)
Self-Esteem - It's hard to describe. All you have is you to work with, so don't let anyone else get you down because of it. Laugh more...I guess
Assertiveness - This is just making your presence known when you want or need it to be. Avoid being assertive to get things you want, but always be assertive to get things you need. Also, being assertive will prevent others from taking advantage of you, which will boost your self-esteem

Hang out in places that test your will power or with people that test your will power. For if you don't test yourself then you won't know how deep your will power goes.

By using it... Understanding its consequences and standing by them. Such as in most things, exercise of willpower develops willpower! Those who needed to have strong will normally maintain and use/benefit from strong will! there is no easy magical answers in life. There may be problems we make bigger than they are..., but there is no magical answers to life's real difficulties! Effort is required!
