Lies come in many forms. You have the direct lie, telling you something that is not true. You have the lie of commission. For example, you and your spouse agree not to go to the bar without each other and you still go alone. Then you have the lie of omission. That is not telling the whole truth... An example of that is if you were asked if you went to some body's house and you said yes, we went and hung out, when you had sex and left that part out.

Yes it is definitely lying, it doesn't depend on the situation and not wanting to get into trouble is no excuse either. It's the whole truth or it's a lie.

THAT, depends on the what you're talking about. Sometimes, it can be for your own good, or for theirs, or maybe they don't to hurt you, or upset you, thinking they can fix it up on their own so you don't have to worry.
In many eyes, many would say 'yes, yes it is', but they don't know the circumstances.
You don't know whether or not the whole truth has something to do with your spouse or you, but, trust your partner, and ask.
Asking never did hurt.

Depends on what he holds back.
Example:
"Honey, you look great." (Except for that huge zit on your forehead and those flabby chicken wings of yours and...)
"I love you." (And my secretary and your best friend and the neighbor.)
So like I said it all depends on what is not said.
