Can anyone point me to a webpage that has photos/documentation of President Clinton signing the Workforce Investment Act of 1998? I need a news page dated 1998 that documents that day.

This sort of thing wouldn't be on a webpage. However, either your public library, or college library should have a subscription service to archived newspapers.

If you don't find anything there, a photo may be part of the national archives. You can call or email your congressional representative and give those college interns something to do. I doubt Bill has a picture hanging up on his wall.
