That is either creepy and/or the kid has serious issues that dad is not dealing with in a healthy way.

Who's the adult and who's the child? Sounds to me like the 9 yr. old manipulates the father (very spoiled). I am a little concerned why he chooses to sleep with the daughter? What's his reason? Is it because he doesn't want to sleep with the wife or is there some sick and twisted reason why he is sleeping with the daughter? If I was the wife I would be doing some secret investigation looking for signs of foul play before I went any further.
He may just be feeling guilty for remarrying and the girl is playing on his heart strings.

Who is he married to ? daughter or wife ? remember,, he has been around his daughter longer than the wife. The daughter could have mental issues. Bride could not go on trip? does not sound too good, man could be some egotistical big shot wanting to look good taking just his daughter on a trip to a nice place. Is the ex meeting them there ?

I'm sure that he isn't sleeping with her sexually as most people are breathing in hear .If that was the fact then i sure you would turn him in .Its just the way you worded it that makes it sound kind of sexual but i am going to assume that he is overly protective of his daughter . I would simple tell the man that you love his daughter all so but you need a husband and a lover or the marriage just isn't going to work . He really needs to be weening the child for her own sake .Sleeping alone is all part of growing up .

The new wife needs to ditch this man. It's one thing to love your kids but heck, this is sooo far out in left field, it's just not funny.
This man has issues and has clearly passed them on to his 9 year old.
The new wife needs to either make up some family rules and boundaries, or get the marriage annulled and find a real man to spend the rest of her life with.

If he keeps giving into his daughter like this, she is going to use it to her advantage every chance she gets.
And it will eventually come between you 2.
I can see him spending some time with his daughter, but I do think he took it a little over the top by taking her on vacation, without you too.
That little girl is going to learn how to play him like a fiddle, and the more it makes you mad, the more she's going to love doing it.
He better open his eyes to what his daughter's doing, or he's going to have alot more time to be spending with his daughter, because you're going to get fed up with it all.
And I wouldn't blame you ;)

I would contact child protection services and then leave when the child is safe.
Wait do you mean sleeping as in zzzz or as in something perverted?
If its just sleeping i can understand that. What happened to the mother of the child? You have to understand he is her father and he has an obilgation to her. Especially if the mother is not in the picture. That poor child only has her father and now you come in and try to push her out. He is probably trying to find the balance between family. Sit him down and tell him how you feel. When you married him you also married the child and she will be in your life forever.

I would take his daughter and get out of the house. I also would turn him in to the police for the safety of the child! The child is 8 years old to old to be sleeping with daddy!

If this man is interested in the 9 year old daughter, you need to report him to the police and CPS TODAY. "Wanting to sleep" with the child is a huge red flag. This situation is very odd and confusing.

He has issues and needs to see a therapist.
That is not normal. In some states it may even be illegal for a man to share a bed with his daughter.
