The other questions are kind of subjective. My honest opinion is that the world of poetry is extremely oversaturated.

The form is called a ballad stanza, and there can be several such stanzas in a poem. The stanzas can be part of a larger form as well, but the four-line stanza with abcb as a pattern is a ballad stanza.
It is not too difficult to write in ballad stanzas, but it is difficult to do it well. Part of the reason for this is that most people can write rhymes, but it is hard to consciously rhyme lines without it feeling forced.
As far as what makes a poem good, you can get a broad range of opinions there. I think a careful attention to the language used is most important. In a poem, every word counts, and should add something to what the poem is saying/showing. Whether one is writing about love or a poplar tree, it needs to show something in a fresh way. A sense of the natural rhythm of language is important; even free verse needs to have an organized feel to it.
Writing poetry is a talent that needs to be developed; no one is born a poet. There is something innate about being able to feel language's rhythm, and about being able to see the world from different perspectives. Even those skills, though, need to be developed. The best poets may well be "creative and ingenious," but working at their craft is what made/makes them great.

Well that poem could be called a lot of things depending on its total structure. You would say that it has an abcb rhyme scheme. It isn't necessarily any more difficult to write than anything else--it depends on your skill level. Poems are good when they have a good insight about something, convey that insight through figurative language and concrete images. While there is a talent to writing (meaning some people can get good faster), most of what people call talent is hard work and skill. If you read a lot of poetry and continue to write you will keep improving with your poetry.

Poetry is both a talent and a craft. What makes a poem good is the attention to details as well as central vision. It is not difficult to write ballad stanza, it is difficult to say things which are compelling in those four lines with metre and metaphor.

I guess by now you see the light,
You now know it by name.
It's easy now to write this way,
And not be too bad lame.
Just keep the meter and the rhyme,
And let the words flow out.
And when you finally get it right,
You'll have the right to shout.
It's what I do best, and what I like to read best, but all good poetry is good to read so long as the words don't seem forced, but flow like water. Sometimes I achieve this, sometimes I don't, but I have a lot of fun doing it.
