This is how its written in the manual specification:does it mean every core has 2-GHZ or bot cores of the processor.

Each core can run 2.0Ghz but you will never see a speed of 2.1 to 4.0 Ghz. It is just that the two cores could process two threads simultaneously at full speed. A single core would be slowed down by 2 threads.
It is just like having two cars that can do 100mph each. Even if you attach them, they will never run 200mph. But you can do a lot more with two cars rather than wait for Dad to arrive to borrow his car.
