First and foremost, "Word of Mouth". Make everybody that you know and have known aware of your business. Secondly, go through all your past business contacts and contact them. After that, design and print your own "Business Cards". Hand them out at parties, conferences etc. Finally, produce some flyers and post them to any companies that you think may have an interest in your company. If you are selling anything, I would have an official opening. On the day of opening, make it invitation only and sell your goods at cost price +only enough profit to cover your overheads, for those that are invited. On the second day, open to the public and have a discounted sale, for that day only and sell at cost price +overheads +a maximum of 10% profit. After that, sell at normal prices. Invite your local newspaper to attend your opening. This will give you free publicity. All your "Business Cards", "Flyers" etc. can be done on your PC, thus reducing costs.

Depends on what you are selling (what product or service). It might be as simple as running an add in your local discount magazine/newspaper, or putting up flyers at supermarkets. Otherwise, use the internet.
Open up a free store at http://www.whyabe.com and list your stuff for sale, or get your own small website. Try sites like http://craigslist.org to advertise on.
Good luck to you.
