A vice-president is an executive.

The board of directors of a corporation and defines the rank of the officers (President, Vice-President(s), Secretary, Treasurer) that they hire.

The President defines the rank and salary of the executives she or he hires.

It varies with the by-laws of the corporation and the negociated salary of the executive.

Well, it depends on each organisation and what they choose to title their senior employees in each hierarchy. A Vice - President could be similar in rank to an Executive for a particular division, just like a Chief Executive Officer can be similar in rank to a President. Its about the choice of titles, there are no hard and fast rules.
