Racism from both sides.
Racism against the blacks which doesn't get them jobs, leans against them legally. Banks have used loans to make quick cash off the black community and then forclose. A general feeling if non-acceptance of blacks as peoples' behavior changes if a black is nearby.
Racism FROM the blacks in that the standard answer heard from the community in general is that everyone else should hand over high quality lives, leaders perpetuating the cycle by seeing racism in every single thing, and a growing black culture that is glorifying a gang/criminal lifestyle.

We started to remove some of the barriers, but started rolling back those changes too quickly.
Many got rich from the sweat of slave labor for hundreds of years. We're talking about over 400 years of slavery, Jim Crowe, "separate but equal" and then about 30 years of civil rights, only grudgingly conceded and often half-heartedly implemented.
Then, after that, people said "Everything if fair and even now, it's your own problem." You don't overcome 400 years of being held back that fast.
It's like running a marathon. For the first 20 miles blacks wear a ball and chain around their ankles. The whites have long since reached the finish line, they remove the ball and chain and say "You lose. Your own fault, since we're all on even footing."
It takes a couple of generations for attitudes to even change, and longer to reverse past damage done. I'm not talking about handouts, per se, but we at least need to try and equalize opportunities available for subsequent generations to get educated and to be raised in conditions that will allow for success as adults. If you want to be short-sighted and blame adults for their state, fine, but to say that it's tough luck for kids who have done nothing isn't right.

It takes time. Some African Americans, including myself, have done very well. My parents and grandparents, however, suffered vicious discrimination. The many decades of degrading discrimination preceded by slavery have affected African Americans for generations.
It would be absurd to assume that all of that horrible history could be overcome in the relatively short time since the civil rights era. That history has left a legacy of discouragement, anger and even a lack of focus but that history is being overcome and progress is being made.
Your question is being labeled as racist because you ignore the reasons and seem to ask in an accusatory manner. You need to analyze and think rather than accuse and try to denigrate.

Because of the racism and discrimination that has always existed in America. This racism is found everywhere in areas such as employment and in the behaviour of the police. Added to this it wasnt long ago in the deep south that any blacks who tried to lift their way out of poverty ended up being hanged from a tree by jealous rednecks

Not blacks, I know many blacks that came here from Africa and do very well in a few years. African Americans OTOH have had their former slave masters make them feel that they need a handout to survive, that destruction of their self esteem also explains why they do poorly in school, high crime rates etc.

Take a look at the black leaders and there stand on these subjects. With the exception of Bill Cosby the bulk calls for the blacks to blame everyone but themselves for the shortcomings.

The government has given all people of poverty, regardless of color, an easy way out of trying -- WELFARE!!! I'm not saying remove welfare completely, but it needs to return to being a hand up and not a hand out.
