I am currently working on a person's portrait and would like to add another image on that portrait (i.e. flowers in her hair, butterfly in her hands, etc). How would I be able to open another image, edit it, and put it on to the original image I am working on?

create a selection over the image that you wish to add by using any lasso tool. drag the selection to the main image, position it where you want it to be. i think it will be assigned to a different layer automatically. you might want to blur the edges of the copied layers to make it more realistic.

Open 2 image in photoshop CS3, restore down all image, if you want to add a object to the another image then you cut the first object and pest/ druck and drop in to the 2nd image (or second image object cut and pest to the first Image) then modified as you want, save the final edit.

Open the second image (such as the flower), and select and copy the flower.
Open the original image and do a "paste". That will place the flower on to the original picture as a new layer. You can move it around and position it as needed.
If the "fit" is not perfect, you may have to go back to the original picture and resize it, etc. until you get copy exactly what you need to paste into the original picture.

Put first picture down (minimize it) and open the other one which you want to use. If you want a part of the picture not all of it, just select the part you want and drag it to that picture and put it where you want. It is good to make a layer from that picture. And it's good to make duplicate to the original picture, if you'll save unexpected you will still have original.

you will have to add a new layer before you can copy another picture.
