That sounds like a what they call a rogue spyware scanner. Some companies will infect your computer with a program which gives false "spyware" and "virus" readings ande restricts your computer. They claim it is the spyware causing the problem, when it is actually their program. They then charge you for a "cure", which is just a program to uninstall the harmful software they put on your PC.

Click the Yellow ! and it will normally take you to the website where you can order their software. DO NOT BUY THE SOFTWARE!!!! But get the name of the software.

Repost with the name of the site and software, and we will be able to direct you to the removal tool for that software. Unfortunately, it is different for each rogue program.

A Google search on the name will also turn up some free removal softwares.

Finally, you can try downloading and running the free Skybot Seek&Destroy program from http://download.com and try running it. It removes about 95% of all rogue scanners like that (unless it is a new one).

you might have possible spyware on that specific location..

1st you loggin as administrator.. sometimes.. even if your administrator, it will ask you again.. just press ok or yes.. or whatever to agree.. since you have spyware on your pc.. it might be the cause of slow internet access...

one cause of spyware are slow computer process..

after log in as admin.. you can get a free antispyware from download.com.. you can use adware or spybot.. one is enough.. i tried it a lot of times and spybot worked.. i am a dell tech support so i already have exp with this.. spybot is also user friendly so its not hard to use...

after downloading.. back upregistry... update spybot and scan your computer... its all there.. then restart pc..

it should be gone by then..:)
