First of all , you'd need sun for a picnic, and it is not really on the menu these days. personally I think wherever you have the picnic is not as important as the person you have it with.
if you're on your own you might want to stay at home, same thing if you are with somone close to you, and want some privacy....

Depends in which park and which garden! If it's a big beautiful garden I prefer the garden!
