Yes, I try to photograph the blue moon, as I am into astrophotography and it is quite a rare event!
Technically, a blue moon is the second full moon of a calendar month, and nothing to do with the colour blue!
But very occasionally the moon can take on a blueish tint because of high altitude aerosols or ice crystals. It can be very pretty, and is often associated with a halo or moon bow!

Yes sometimes the moon actually appears blue, though that is not the normal meaning of the phrase.
Sometimes the moon appears to a casual observer to be unusually bluish, which is a rare event. The effect can be caused by smoke or dust particles in the atmosphere, as has happened after forest fires in Sweden in 1950 and Canada in 1951 and, notably, after the eruption of Krakatoa in 1883, which caused the moon to appear blue for nearly two years.

make a wish, a bit like with a shooting star. It is not everyday that you see a blue moon, and it makes that wish even more special.
