On most consumer internet connections your IP address is assigned every time you log on, so any record of the address used to download material is of no use to hackers. The address however will have been recorded by your ISP, and if the downloads come to the attention of the police you could be traced. Generally they are interested accessing paid for material involving young persons, and start the investigation with credit card details. If you are concerned then you should make a record of the downloader, clean up the PC, and password protect it so you have to give permission for anybody else to use it

As a URL is a website, and you are probably not running a website from your computer, your URL can not be on a "hitlist".
What you actually mean is your IP address. That is what is used for doing P2P downloads and uploads. If the material that the family member was downloading is illegal, then it could have been tracked and recorded. If it is only "unsavory", but still legal, then nobody would bother. (Meaning if it was child pron, they would track it - if it was just porn, they would not. Regular porn is legal so they can't do anything so why track)
If you are concerned, conact your ISP and ask them help you change your IP address. While that would not stop the FBI or such from being able to find you, it would stop anyone else from being able to use the IP address against you. Such as the porn site they were visiting.
Finally, remove the P2P software from the computer. Many of those P2P programs continue to run and do things in the background even when you do not have the actively running and doing a download.
Finally, consider password protecting the the computer, and then giving that family member their own "limited" account so that they are restricted from being able to readd the P2P software and do many other types of installs and downloads. Prevent a repeat of the incidence.

Depends what you mean by a hit list.
IP (not URL, as noted already) is visable if someone wants to find it, but should not be a major issue to you.
If you are concerned about the nature of the content, then most porn other than Child pornography is tolerated, even in countries where it might not be legal.
Downloading copied movies and music is illegal and could result in some follow up, if there had been a significant amount downloaded. But for most ordinary folks, the owners of the rights find there are too many to pursue everyone.
Of far more concern is the fact that you have P2P software on your PC. The purpose of this is to open machines up to direct access and intervention, and they rife with dubious individuals, software and content.
Get rid of it ASAP, then run the usual Spybot and Ccleaner software to get rid of any unwanted visitors.

That could only work if you have a URL. Do you have a website? Is it hosted on the same machine or the same network your computer is?
In short, no.
