Any welding process that is hot enough to melt metal would ruin plastic. You can glue the two materials together with a product like JB Weld.

There is a process called friction welding . That would be as close as you could get but the two forms won't adhere.
You have to use a two part epoxy that is made for metal/plastic.

Don't weld the metal, weld the plastic, so you are using a low heat. To improve the bond, scratch or score the metal surface to be joined.

Not possible. You can bond the two together using long chain molecular 2 part epoxy adhesive.

you cant weld it, only bond with an epoxy or similar
