well..in my case, when my breast was little bit fat...at first stage, i used to feel so uneasy...as, that time i even couldnt wear bra..but what ever i used to wear anything, a little drop (which is actually a little breast) was standing, some times the nipple was standing..my mom used to give bath me..but that time suddenly discovered, i m hiding myself from every one...it was so embrassing....does it happen to u all also?

To notice my breasts were growing it didn't bother me, but the thing that was embarrassing was to have one of your teachers take you to the side and tell you that your mom needed to buy you a bra.
You mentioned that you couldn't even wear a bra. I would recommend checking with a bra fitter which comes to major dept stores to help women find bras that fit them well. They do it on a Saturday and the service is free. Just wanted to mention this in case finding a good fitting bra becomes an issue again.

well if you can't wear i bra yet maybe you should try a fitted vest with a hidden support..they are great,comfortable,cheap and stylish.
talk to your parents also,get them to under stand how you are feeling.

I think that's how it was for every girl. It's embarrassing at first, but it gets easier.
