The leaks are giving off a bad stench. It's 10pm at night. My landlord is not answering his phone. What should I do?

Stay away from the leak, you don't have any idea what it is. Keep calling the land lord or maintenance. Contact the people upstairs.
I would go as far as calling the police for a welfare check to see if everything is O.K. upstairs. Someone may be laying next to a flowing bathtub, or something worse.
This is how bodies or people that are hurt bad are found.

first you contact the owner of the upper floor. the upper unit is probably a bathroom and is leaking water from a broken pipe.
after the owner fixes the pipes and stops the leakage, you should leave your roof a couple of weeks until it dries then you repaint it.

Go upstairs and knock on the door and tell them what is happening; No matter what time it is, something is wrong up there and they should be aware of it.
If no one answers calll police.
