that formats the whole hard drive and restores it back to the original state?

If by "original state", you mean with just Windows installed, then yeah any old Windows XP installation disc does that. It has to, that's how Windows gets on the system.

Although most branded PCs (eg. Dell, HP etc) come with Recovery discs, which will install Windows, along with drivers and a bunch of crap trial software. In which case, just uninstall everything after you use the recovery.

If by "original state" you mean, say, with Windows and all your programs installed, but no user-created files or other junk, then no there's no such thing, you either have to backup the programs, registry, and all the junk files; or you have to start with a bare Windows and reinstall programs manually.

use your backup ....in windows tools, first ..get alot recordable discs make a boot disk too. read windows help and lookup backup, after u backup , then you can format but why? unless you want to partition it, you would better off just defragging it at bedtime.....if still got problems you worn your hard drive out. my brother does the same, formats every time he thinks he has a problem...me never.
im alittle off track there is a program in compac and hp that you can restore to known last good working date in XP.
or you can hit setup as you boot look for recover..it well take about an hour or so ..after it is done you might have to reinstall all drivers..... picture and text , video files it leaves alone. I recommend not doing this but last ditch effort.
doing the restore to known good past date works great..even gets out the virus.

The recovery disc that comes with your PC can do that. Win XP can only do a fresh installation or a repair of the current installation.
