Sure!
The man may enjoy his freedom and not find any intrest in the thoughts of a relationship, therefore does not go to lengths to date or check out girls.
Or.
He just hasn't met the right woman. Perhaps he has morals and class and doesn't believe in using women to his advantage.
Or.
Perhaps he just isn't sure what he wants and has other things to work out before he thinks about girls.....
The possibilities are endless! It could be a number of reasons, but the answer is YES.

Quite rare. They are sometimes called as Asexual or has no preference of any gender (male or female). The subject is not often talked about since it rarely happens compared to homosexuality. In fact some Asexuals resent being labeled similar to homosexuals.

Yes, there are some people who are never interested in sex and are not sexually attracted to anyone. Most people are attracted sexually to some other people at least some of the time. This is true for men and women.

Asexuality is quite uncommon, but certainly there are some people who are like that. I had a friend like that, and he's not ashamed of it.
