Of course they both do.How effective they are, remains to be seen.No one knows how much
of the budgetary allocations are spent for the purpose for which they intended.On a rough
estimate,I would say about 10%,after the 90%
is skimmed off over a time period between
allocation and the money actually reaching the
department responsible for disbursal.Of course
the final beneficiary will have to provide for the
last department's greed too.So,it can be taken
that the civil defence program exists more on paper than in reality.How does that grab you for a concise but precise analysis of the issue?

India has civil defense program. pakistan has only Evil Defense Programs

I strongly feel that Mushraf is doing a lot in Pak to keep that Country in a perfect stream or tract. We do hope that he will succeed in his attempts. Otherwise, any type of War will ruin only Pak.

Indian have civil defence programs but donno about pakistan.I don think they had.They had only terrorist defend programs.
