As soon as the contract made with AT&T expires so probably never. But don't worry the Iphone is a piece of crap anyway and there are plenty of better phones out there that do everything the Iphone does and more.

It will not be unlocked per Apple ... you can use ATT to roam internationally if you do be sure to get the world traveler package for reduced rates.
