She has kids, therefore she may well have hemoroids. Dehydration can cause hard stools, and that can rip the hemoroids so that they bleed. It is bright blood it is probably pretty close to the far end of her digestive system.
A ripped vein is no joke, and you can bleed to death from a torn hemoroid. To heck with sitter problems, and forget driving herself. She needs to see a doctor NOW. If you are too far from her, or she has not one friend or relative available, she can get in a taxi and go to the emergency room. Call a church, or even the Jehovahs witnesses. Many Christians are willing to care for the sick.

Your sister needs to see a doctor as soon as possible. There are several conditions that cause these symptoms, and she could have any one or more than one of them. I doubt that she has an ulcer- when ulcers perforate and cause bleeding, they also cause SEVERE PAIN in the upper part of the abdomen, along with fever, weakness, and other symptoms of infection. I think it's very likely that she has a torn or bleeding hemorroid, or perhaps a slight tear in her colon. Bleeding is also a symptom of advanced cancer of the colon and rectum.
If the bleeding does not stop after a short time, then yes, your sister DOES need to go to the hospital, and YOU need to call 911 and get her some help. Tell the dispatcher what you have told us on this column- that your sister has no one to look after her kids ( though the smart thing for you to do would be to go to your sister's house and stay with the children while she is gone) and the dispatcher will arrange for the police or someone from Child Protection to come and stay with the children while their mother is away. There ARE ways to solve this problem, and what you need to do is calm down and think this through for a few minutes. So does your sister. Dehydration can contribute to bleeding, but it usually isn't a cause of bleeding. Drinking plenty of fluids is a good idea in any case.
I find it difficult to believe that your sister is completely isolated and alone where she lives, unless she is in a wilderness area with no neighbors around at all. I know there are people who do this, but I'm also wondering where the children's father is in this. How come your sister didn't call HIM, and ask HIM to take some responsibility here and stay with his kids while she gets herself checked out ? These are HIS kids as much as they are hers- and he needs to do the responsible thing where they are concerned. Doesn't your sister have any friends or neighbors who can help her? Maybe members of her church or synagogue, if she attends one? As for transportation, there are always taxis, buses, and shuttles in most cities and even in small towns and rual areas like the one I live in. Surely, your sister has a phone book and can get the numbers for these services.
Whatever happens, you need to stay on top of this situation a little more than you have been. Good luck.

I don't know what he diet is like.
If she is eating a lot of breads, starches, pasta, crackers & chips, she needs to stop that... it can be an irritant to the digestive system... particularly if she is Type O blood.
She needs to be tanking up on either raw or lightly steamed veggies, and lots of fruit.
If she is constipated now, see if she will take some metamucil just to clear things out.
In "normal" comfortable temperatures one needs at least 2 liters of water a day just to maintain the basics. In heat like we're having, you need more water to replace what she is losing through her skin. The kids alone will run 2 liters out of her in short order. Tell her to stay completely away from sodas and tea, unless it is a simple herbal tea with no caffeine. She needs water!
If she is straining to remove solid wastes, she could have torn a hemmorhoid open... it happens. About all she can do is stay hydrated and eat veggies and fruit to take the load off the colon... even better if she has a juicer because a diet of juices will give the colon some much-needed rest while that rupture heals.
If it does not clear up in a couple of days, she probably needs to see a doctor.

okay, so your sister had a bloody stool but it was very bloody. Bloody stool could mean 1) she was constipated and there was a slight tear in the colon. However you said there was a lot of blood so I would highly doubt that.
2) ulcer, however usually blood in the stool isn't visible to the nakied eye. Usually the stool appears dark and tar like.
Has she been using a lot of laxatives lately? Maybe she has a minor tear in her bowels.
Has the bleeding stopped? and Are there any other symptoms?
She may need to call the doctor herself and tell them what is going on in order to figure out if she needs to go or not.

ok you really need more symptoms. Did it hurt passing the bowel motion?? was the bllod bright red or dark liquidy or with mucus?? it the motion hurt and was bright red then she may have haemorriods nothing emergency to look at but needs a doctors visit none the less, if it was darker and thicker/ mucusy then it is more likely to be internal. is she in any pain abdominably, if it was an ulcer i would imagine there would be some pain. i would recommend she see a doctor if its the latter. I am not a doctor so do not take this advice as gospel this is only from my experiences. good luck

Sorry this could be dangerous. She does need to grab the kids and go to the hospital. Are you too far away to help her get there? She might have to ask a neighbor or someone she knows to take her.

Is she pregnant? or just had a baby? It might be hemorrhoids that have ruptured and is still bleeding. Sitting on a cold pack will help.
Did she have a painful bowel movement? Anal sex? If it is anal sex then she could have torn the lining of the rectal vault and will require medical attention.

The very fact that you talk to your sister about "stool," coupled with the fact that you two are so worried you go to Yahoo! Answers, I'm going to say your biggest illness is in your head.
