Try using a proxy.
Something like http://www.geotunnel.com if you don't want any hassles and can deal with a little banner ad.

On her toolbar, click Tools, then Internet Options, then Security tab, then Trusted Sites, then Sites (right beneath), then type in www.youtube.com, then click Add, make sure to uncheck Require server verification, then Close or OK. Now youtube is added to trusted sites. Now click Privacy tab, then Sites(right beneath) , then type in www.youtube.com, then click Allow, then OK. Now cookies from youtube are allowed. Now click on General tab, type in www.youtube.com as homepage address, then click Apply. Now youtube is homepage. If all this still does not work, click Security Tab (in Internet Options), then Restricted Sites, then Custom level, scroll down til you see Active Scripting-click Enable, then scroll down a bit til see Scripting of Java applets-click Enable, then OK, click Yes to changes when prompted, now back at Security/Restricted sites screen, MAKE SURE TO CLICK APPLY AT BOTTOM, so changes applied. Make sure to switch back to Disable Active scripting and Disable Java scripting when surfing unknown/untrusted sites. Or worse case scenario, switch ISP provider ie. sign onto international ISP eg. Netzero, etc.

Try using a proxy service. There are many free ones online of varying quality. It worked for me when my office banned certain websites... at least until they figured this out and banned the proxy sites as well lol.
