ok so if i live in arizona and have a verizon cell phone and i want to call someone in texas who has a tmobile cell phone, is that long distance? and who gets charged?

As long as you are on a current plan that includes unlimited Long Distance and Roaming (which you probably are) then it doesn't matter where you make the call from (in the US) or to (in the US) all it'll use is your minutes (if the call was placed between 6:00 am and 9:00 pm on a weekday according to the time zone you are in.)
you TMob friend will only be charged their minutes as well - based on thier calling plan. They do not get charged for RECIEVING a Long Distance call. (I think w/ TMob they may have different rules if they themselves are roaming... but that's their deal. not yours)

it depends on your plan most of the wireless plans now a days include unlimited US long distance so there will be no extra charge for it it will just use your wireless minutes. so if you use it at nites it will be completely free if you have unlimited nites.

if you do not exceed your minutes used in the plan it is a free call. same with the person receiving your call
if they are verizon customer it is free for both.

long distance when it is not near to you. simple. you made the call so you are the one charged ;)
