Which country uses a 13 month year?

Someone asked me that question and i had no idea which country. I researched it on the internet and turned upwith virtually nothing. Maybe someone here knows. Just out of curiosity.

Hindu Almanac has 13 months in certain years, not every year. The month repeats itself and is called ADHIKA (EXTRA)MAASAM(MONTH)
The month JYESTAM (3rd month of the 12) repeated itself in 2007.

I guess may be some place in Japan.I have watched a Japanese movie with the title"13months"..
