Look for a PC that has a Core 2 DUO processor, these are fast and run cool, and cheap. Graphics card you want an Nvida over 7000. Hard drive, reasonable around 100gb if you just want to play games.
The most expensive item will be memory and for games I recommend 4GB memory. The reason for this is that you are going to want Vista at some point even if not right away, it is memory hungry, particularly if you want to play games.
