That would be Bush, in late 2005.
Here's a piece about it for anyone interested:

First of all , I saw a source that disputed the veracity of what you're claiming . Now I don't know which is true . Do you have a verifiable link ? Do you also have proof that the link that I saw was wrong ? I'm not saying anything here other than I think we all need to see proof .
Then , even if it's true that President Bush said that , then I'd like to know in what context. . . . and yes there are times in the heat of battle that I could see someone saying that in their zeal to protect the American people .
EDIT*** - Hey , I checked , and there are websites that dispute that claim . In fact , there's evidence that the original person who made that claim has since WITHDRAWN it .
Things that make you go Hmmmmmmmmmm !!!
So let's both find out eh !!!

I know the Democrats say Bush said it, but strangely you can't find that quote except on a Democrat website or a liberal blog. Whenever I find something in a blog that I want to use in a question, I always check the news for a source. If I can't find one then I don't ask the question.

"Now I don't want to hear anything about healthcare for the people... you know I don't like that stuff..."
"but Mr. President, you'll like this idea... instead of using taxes to pay for healthcare, we set them up on an insurance plan, that way it doesn't end up getting used on those who can't pay for it."
"oh yes, I like that alot... that's a good deal."
-Richard Nixon
The next day:
"My fellow Americans... blah, blah, blah... I will make sure that healthcare is affordable for every American."
-Richard Nixon
There are tons of these "asides" from Republican Presidents... they don't get reported on Fox but they are verifiable nonetheless.

Isn't that the rant by a person who swore to uphold the Constitution of the USA?
Isn't it now treasonous that he would want to dismiss the integral nature of the Constitution on the American way of life.?
Doesn't it just show you how devoid of any morality and authority that person holding the office is?
Need I say more?

Hmmm....seems to me that during Bush's swearing in, he vowed to uphold the Constitution of the United States of America, guess he was a liar from day one. Not surprising at all.
