Things are expensive and I try so hard to take care of my kids and make a good life for them. BUT I feel so beat-up everyday I worry, about the bills,money and food. I thank God everyday for what ever we have. I want to know How can the state determine that even though the non-custodial parent doesn't pay child support he still can see the kids. That even though he hasn't been paying child support doesn't make him a bad father. YES it does show he is a BAD FATHER because he isn't taking care of his kids, all hes doing is taking care of himself. The only reason he started seeing the kids is because he wants to feel like a man because the kids call him dad or he wants to feel important. What ever the reason is. A Good Father takes care of his kids, making sure they have a place to live, food, money for things the kids need, health insurance and so on. I takecare of my kids everyday and he hasn't but why does he have more rights than I do and WHY is the state letting my kids and I suffer?

are you in new mexico..cause it took them 8 years to get a blood test on my child support case..yes 8 years after i filed they finally ordered the blood test...11 years later (since i filed not since the blood test) they still we still havent been to court to determine child support...and this is with me complaining and calling and what is the excuse...THE SYSTEM IS BACKED UP...damn thats some back up

This system we have in place is a double-edged sword that was put in place by the "feel good" politicians.
Years ago, child support was tied to visitation....if mom denied visitation, dad was exempt from paying support. Then some politicians got together and started this thing that being denied visitation was a separate issue from child support. Basically it means even though dad isn't getting visitation due to the actions of the mom, he still had to pay support and he had to file a separate Motion before the Court to enforce his visitation rights.
In your case, its gone the other way. For some reason, (which you didn't mention) he has become exempt from paying support, but still has his visits.
First thing you need to do is fire the govt agency and get your own attorney! Don't start with the "I can't afford an attorney" stuff. You better afford one or you'll never get support! Besides, under Federal Law, if you hire your own attorney and you win in collecting support, your kids father may be required to pay your legal fees.
Don't sit around and wait on some lame govt agency to get your support for you. They are govt workers, and most can't find their backsides with both hands! Get busy and do this yourself!

I do know there is federal law covering this. Not sure if Bush I or Clinton signed it but it was one of them.

I just read an article about that today. It was about guy's being denied passports.

A lady I went out with years ago gets her ex's income tax refunds and has for years. She told me recently that he has finally been charged in TX. Did not ask if it was the state or the feds.

If you were not setup on some kind of tracking so it would be detected by all means REPORT the jerk. It might take years but they will hang his butt out to dry. The debt does not disappear when the kids reach 18 either. He owes YOU till it's paid!

well I would talk to the local child support unit they will fight this for you. If they dont sue your ex for back support.
