get rid of the people that report for no reason

it's well known that trolls rarely survive for a full day per account created.
it's also a fact that many false reports are filed by trolls - level one users.
if we took away the ability to file abuse reports fo anyone below level 3, we could rid ourselves of some of the false reporting.
now there are those who will say that's unfair taking away all level 1 and 2 users "right" to report abuse, BUT we all EARNED the right to thumbs up or down other users, we EARNED the right to more Q&A and more mails per day.
none of the other EARNED priviledges HARM other users.
only filing abuse reports harms other users.
thus, by EARNING the right to file abuse reports the TROLLS would at least have to act like normal users until they hit level 3 before they could damage responsible users.
the other protest lodged against the level 3 idea is "what if a level one sees something that deserves reporting???"
my answer is that there are PLENTY of RESPONSIBLE users around all the time to take care of that on your behalf.

Everyone has to be on a web cam to participate. I think a lot of the questions and answers would be quite different...
