No, they are not ghosts. They are explained in very mundane terms. See my source.

From my experiences as a ghost hunter, I can say that there are a few different possibilities. First, as you said, it could be dust. Depending on where the photos were taken and the conditions of the location, i.e., was there a draft, breeze wind, or something else which could stir up dust. Second, sometimes these orbs are actually bundles of energy, which can be causes by electrical appliances or atmospheric conditions. And third, these orbs can possibly be spectral phenomenon, i.e. ghosts.
It is VERY difficult to identify which is which from a photograph, because one has to COMPLETELY eliminate any potential for the first two options before even considering that it is possibly the third.
It is much easier to identify these orbs on video footage, because one can witness the travel pattern of the orb. Does it move in a straight line? It is probably an insect. Does it float and drift aimlessly? It is probably dust. Does it move in an irregular pattern and change speeds and directions? It could be spectral.
By the way. When you see a photo with a "smokey" image--it is just that. Smoke. Most likely the photographer was burning a cigarette at the time he or she took the picture.

Some people say its dust, but having been to many supposed 'haunted locations' I can certainly tell you they are not. We have been to buildings in a state of disrepair countless times but and hardly ever get these orbs - even though there is dust everywhere!
In my experience, most explanations that have been offered just dont hold up. But what we have found is that they only show up in haunted places and photographs where family or friends might want to be involved in.
We dont really know what they are and have ruled out ANY explanations for the most part. Dust doesnt account for 'comet orbs'. These are them balls of light, but stacked up against each other like they are moving - but if they were moving they would have motion blur.
We also get these on infra-red nightvision cameras.. and often these have a 'halo' which means that whatever it is is actually giving out energy. Does dust give out energy????
A lot of the time, these orbs are just dust, but quite often, they aren't.
One theory is it is an electromagnetic type of energy or EMF. EMF frequencies are known to cause an hallucinations even at low levels. This can make people think that a place is haunted just because it looks 'spooky' and then they see this energy when they take a picture and wrongly presume its a ghost.
If you need more details or would like the photos examined professionally please feel free to send me a message =)

Orbs in photos can in fact be ghosts because some of my wedding pictures are filled with them. One set of pictures was taken with a digital camera and some pictures had more orbs than others. Another set of pictures was taken by a disposable camera and again the same thing. However Another set of photos was taken by a friend who is a professional photographer and she had no orbs at all in her photos. Here is the interesting part, the two camera's were two different types and two different speeds and they both caught the same orb several different times. In one photo taken by the digital camera if one zooms in they can see red eye were no one is standing or sitting but there is a faint blur around it.
What happened was my mother insisted on having the wedding in a pentacostal church and my husband wasn't thrilled so he decided to call some of his "friends" My husband is a ghost hunter. To be quite honest if my husband's "friends" hadn't have been there the whole church would have been leaning to one side because my side was filled while his side only had a few people.

My aunt read somewhere that you can tell the difference between orbs and specks of dust by the "nucleus" that the orbs have.
I don't know what to think of them, really. Can't disprove it. It's possible.
