I would argue that President Nixon though a Republican passed many domestic programs normally an agenda of the democrats. He put through a remarkable program on Mental health and programs for the developmentally disabled, things neither Kennedy or Johnson could completely pass.
Nixon whatever his faults showed what could be achieved in a bi-partisan way .

If by "Democratic" you mean success with passing legislation to the benefit of large numbers of people - probably LBJ.
Kennedy had resurrected many ideas proposed by Progressives as far back as the '20's, but lacked sufficient Congressional support.
Goldwater's defeat swept out many old Southern Conservatives clearing the way for Johnson, himself a Southerner with vivid memories of poverty, to enact Civil rights and Great Society legislation. Can you imagine the US still with 1950's poverty and segragtion?
Carter was likely the most principled President since possibly Eisenhower, but unable to adapt to the compromises necessary in Washington.
Clinton was reasonably effective, especially with the economy, but contrary to conservative mantras, he was much more of a Centrist than earlier Democratic presidents.

I would have to say LBJ.
I couldn't stand the man when he was in office, because of the Viet Nam war. But, now that I look back on it, the domestic plans he implemented brought this country to a new level of caring and social justice!

Jimmy Carter.
He gave Iraq to the Islamic militant extremists. Then paved the way for them to cause the problems of today.
He drove interest rates up until everyone couldn't buy a home and he then proceeded to make it the responsibility of the rest of us to provide homes for the poor he created.
He made sure we all stood around in lines at gas stations and had to pay the HIGHEST prices in history for all types of energy (once the price is adjusted for inflation.)
He had painfully high inflation rates.
He tried his best to neuter our military.

The last true democratic president was Kennedy. He would not be able to run on a democratic ticket today. The people calling themselves democrats today are socialists, or far-left moonbats.
