I'm going to go way out here and say Bill Clinton, simply because he was the most fiscally responsible president. He also reduced the size of the government and one of Al Gore's job was to audit every government agency and downsize non-essential position to which they published an annual report.
His foreign policy was moderate. He made cuts in the Armed Forces by closing bases.
I'm going to say Bill Clinton could have been a Republican.

President Ronald Reagan. He taught us how to build up the U. S. markets & economy by reducing taxes and rewarding businesses for providing jobs. Read "Reagan's Path to Victory."

It's a toss-up between J.F.K. and Ronald Reagan.
J.F.K. started by cutting the taxes on the wealthy by about 50%. Soon the economy started to soar and did quite well until L.B.J. started to screw things up.

He knew how to handle war. He said, "we could pave it, put parking stripes on it, and still be home by Christmas" about the Vietnam war. If only he were around to push those terrorist sympathizers aside and handle Iraq the right way.
