The Fuel Pressure Regulator maintains a constant amount of fuel pressure. it is a vacuum assisted, spring loaded valve.
when fuel pressure exceeds a specified point, that pressure will open the valve and allow the excess to drain back to the tank.
The Fuel pump creates flow, not pressure as many people think. the pressure is a result of the flow reaching a blockage.
this blockage is normally the injectors in the closed position, when the injectors open the pressure forces the fuel into the engine.
So, The regulator controls the amount of fuel pressure that the pump puts out due to the blockage created by the injectors.

On some cars the regulator is located on the fuel rail where the injectors are located. On other cars the regulator can be integrated with the fuel pump inside the fuel tank.

The fuel pressure. Its vacuum controled. Wide open throttle all the fuel comes through, at part throttle it reduces the pressure by letting it return to the tank
