The tilt of the earth's axis together with the revolution of the earth around the sun produces the seasons.Due to this, the southern hemisphere will have a climatic condition opposite to that of the northern hemisphere at the same time.
In the same hemisphere if different parts of the world have the same climatic condition( say spring time) then they all will be lying in the same latitude as the sun's apparent movement is north-south across latitudes and the latidude decides the weather conditions.Moreover the sun shines on these parts at a particular angle almost half the time in a day(particularly between Tropic of cancer and Tropic of capricon) due to the spin of the earth, making the above climatic conditions possible.

The earth's axis is not exactly lined up with the sun. Instead it is tilted byt about 23-24 degrees. This means one side of the earth is closer to the sun when another part is further away. The side that's closer gets a more sunlight for longer each day, while the other side gets less sunlight, and shorter days.
