Is it owned by government? Or is it owned by private individuals/company? Is there any government regulations on stock market and its functionings?

It is Not government owned but is regulated by the SEC / Security and Exchange Commision .

Securities & Exchange Commission (SEC)
A federal agency that regulates the U.S. financial markets. The SEC also oversees the securities industry and promotes full disclosure in order to protect the investing public against malpractice in the securities markets.

and FYI - the Dow Jones is an index of the 30 biggest blue chip companies , NOT a market .
The markets are the NYSE , NASDAQ and the OTC in the U.S.A.

dow jones was recently, successfully sold to the News Corp.

tons of regulations on them, especially NYSE

you can get the annual reports if you want tat info, who owns what , etc.
