1) 46 KG = 46,000 grams
2) total grams / grams per cm cubed = cm cubic displacement

First see how many cc of copper you have in 46 kg
We know there are 1000 gm in 1 kg
so there are 46000 gm of copper
Now we figure out how many cc of copper in 46000 gm , knowing that there are 8.92 gm per cc
46000 gm/ (8.92gm/cc) =5156.95 cc
So the copper will displace 5156.95 cc
1 cc = 1 ml
So the answer is 5156.95 ml of water.

You also need to note the volume of water in gallons or cubic feet. Barrel is not enough information. Also it would be correct to accept your answer in parts per million (PPM) as well.
