It could be the lag time. Although the timer is counting on your end its not counting on the server because of the time to communicate between you, the server and your opponent. The three of you could be thousands of miles apart, using dialup on bad copper, etc. It all adds up to time you see but the server does not.

A player must be able to theoretically deliver a mate or make it obvious in order to claim a win. A simple pawn is enough to claim a win, but having only bishop is not enough to win.
In the former, a pawn can promote to a queen and that is enough to claim a win. Even if that pawn is a rook pawn, a win is still theoretical, since the enemy king can step outside the corner.
In the latter case, you cannot demonstrate a win with a single bishop, not matter how badly your opponent plays, and the game is a draw.

Usually it is because of a glitch in the program. Otherwise the program will inform you - "It's a draw. Insufficient mating material".
