I've never really heard these terms before but I think they mean:

Electrostatic condition - the charges do not move, hence the fields are all treated using electrostatic theory.

Electrodynamic condition - the charges are allowed to move under the influence of their electric fields, hence they fields have both an electric and magnetic component.
