Technically, it is possible. I think sometimes we are trained to read in a certain way (now, in modern times). We tend to look for the influence of politics in a lot of what we read. However, in a lot of cases, the writer of a certain work didn't intend to write about them, and they may not have thought they were even being influenced by them (if they consciously thought about it at all). So I don't think it would count because there was real intention from the author. This especially holds true if the work itself has nothing to do with politics.
Literature is often about personal stories, struggles, thoughts, etc. This can have nothing, or close to nothing, to do with politics. If I write a simple love story, with no intentions of commenting or even thinking about politics, and I wasn't even aware of politics when I wrote the story, then there would be no political influence on the work. Yet I produced a work of literature (technically).
If anything, I would say general culture (namely religion, social structure, etc) may be more important to note for many works. More than anything, I think a work of literature depends on the author. Machiavelli would definitely be influenced by politcs, but I don't think the works of Emily Dickinson, for example, would be much different under other political circumstances (that is, they are probably mostly free of political influence because they are her personal feelings).
In short, I think it is possible to produce a work of literature without politics.
Everything depends on the interpretation
