had to reinstall win xp, created new user account, but used same name as before, now all files are unavailable.all files are still on my hard drive, virus scan and defragm. shows that files are there.tried to log on as admin, but no access to my files .no problems with net or sound files

the other account is still there
but xp locked it thinking it's another user account and thus denied access to the folder
however file managers like wincommander ( i used ver 4.5 ) can view and copy the folder no problem once the view hidden files / folders option is turned on under options.
and even then there is a unlocker utility out the to unlock any system protected file / folder

The reinstallation put new document folders. You could have done a repair like this:
