I do believe the answer is 27.
If you follow the order of operations (PEMDAS) you would do anything inside parentheses first, then the exponents, then multiplication/division, and finally addition/subtraction.
So, look at the first part of the equation first:
[18-2*6]-[40/(17-9)]
Everything is in parentheses, so simplify working from the furthest in sets of parentheses first.
*17-9=8
*40/8=5
*2*6=12
*18-12=6
*6-5=1
So, therefore, the first part of the equation simplifes down to 1.
Now look at the second half of the equation:

That is my thought.
