After a very short time, possibly Labor Day, Bush will be such a short timer in the White House he may not have enough time to take out the garbage. All he has to do now is to wind down his presidency and wait for his buddies for the tee-off at the golf course. His actions should be much more bi-partisan from now till the end. Anything he would do at this point that wasn't agreeable to the Democrats would result in Holy Hell in D.C.
Otherwise the other white house historians, besides Rove, will craft his final message to the world.

Rove is still available via the phone. Actually I think it is more of a tactical move out of the limelight while he goes to work on Romney's or Giuliani's campaign. Out of the limelight he can do anything he needs to in order to re work a candidate into something formidable
Is that good for the Democrats? Not really.

Rove's departure is beneficial to Rove. As is everything Rove does. I think he will chose Sean Hannity because he likes to get people from Fox news to represent him.

I guess, going by his past performance, you could conclude that the Democrats might be breathing a sigh of relief that he won't be working any Republican campaigns this time around.
But, I think Bush has become sufficiently unpopular that no Republican would want to use Rove, anyway.

Just because he has given up the "official " role doesn't mean that he and the powers that be are not still calling the shots.
Who are these powers?
I refer you to the PNAC.
