It is like this in ALL sections, not just the Japan section.
This has become a bit of a popularity contest. Good answers get tons of thumbs downs. Bad answers get some thumbs up. I don't understand it.

I had a substantial rant approximately this the different day. supply a thumbs right down to an insulting or impolite answer or one that is primary to be incorrect, yet to no longer someone's opinion or very own situations. Very uninterested with it.

This question was asked like...4 times, as far as I remember, and 3 times within the previous 2 weeks. Why repeating it over and over again. Nothing will change, so why keeping the wound bleeding? Just forget it, life doesn't end with some thumbs down
This question indeed is for Yahoo Answers, and let it stay here, where the true specialists are.
I have a troll here, I even know who is that user, but just ignore him. My , and I'm sure everyone else's knowledge isn't limited to Japan (maybe there are 1-2 exceptions, but there's always an exception). Life goes on, and don't let some obvious trolls mess with it!

I think we'd ALL like to know that "lala".
It's asked quite a bit here recently.
It's NOT exclusive to the Japan cat. though, take a look at others. You'll see it there as well.
I suppose people give "thumbs down" for the simple reason that THEY CAN. As long as the thumbs down option exists, people will use it. I'm sure there may be lots of other reasons as well...
I still truly believe that no matter how many thumbs down you get, if the asker thinks it's the best answer, they'll choose it. At least I would.
I'm sure people know a good answer when they see it!(^_-)-☆
~So, I guess we're all with you in that we'd ALL like to know the WHY of it.
I just try to answer in the hopes that it may really help someone who had a similar Q. to mine when I first moved to Japan, Oh~so long ago.♡^_^♡

Some people are here for a purely points status, so they would give a thumbs down in the hope their own answer will get chosen so they can get the bonus points for the best answer.
Unfortunately this is the world we live in, reality TV and some aspects of the internet have made people become very selfish and childish.
On the other hand, some people get a bit odd or precious about Japan. It stems from anime geeks or people teaching in Japan straight from uni, sometimes these people have undeveloped social skills. Other people just get off being mean which again I think is a by product of reality TV where people are taught being horrible to people helps you advance in life.
Isn't it amazing after all the wars and trials and tribulations the human race has been through we still love to be horrible and mean to each other. There is only a small minority that are truly kind beings.

I have noticed the same thing. Recently some questions have more that a few answers and all of them have 1 or 2 thumbs down.
My guess is that there are one or two people who give thumbs down to other people's answers no matter what. Some people simply hold grudges againt the world - or in this case, Japan - in general and are hard to please.

Stalkers, trolls and those anime nerds that are upset with anybody speaking negatively about Japan are the reason. They target certain individuals for whatever reason and give them thumbs down.
Just watch, I'm going to get a whole bunch for impugning them.

Its not that the answers aren't reasonable. They either don't like the answers (regardless that they are correct) or you. I've had stalkers in the past who go through and thumbs-down everything I had open.
Doing away with the points system and ranking would help the overall quality of the answers immeasurably.
