That might be a good start, but the IQ measurement system is really far too arbitrary and biased, and not considered a very practical indicator of intelligence by most psychologists. My solution would be to subject every male in America to a compulsory vasectomy upon reaching the age of 12. Then later on in life, if he has the desire and the finances and chooses to create a family and raise children, he can go to a doctor and pay to have the procedure reversed. This should effectively get rid of all the idiots, lowlifes and deadbeats, it will ensure that all children are wanted and can be cared for, as well as control the overpopulation problem quite nicely.

I personally am a pro-sterilizer; if you have AIDS; Sterilized, you're dumb; sterilized, if you have been in and out of prison for more than 4 times; sterilized.
I also believe you should be forced to take a "know your issues quiz" before voting, if you fail you have to read "the issues" book until you pass.
I also believe Eugenics, properly instituted, can solve all problems.
Sadly, all these ideas were widely supported by the intelligent majority pre-WW2, but due to the Nazis horribly attempting to institute these in unmastered teqniques favortism sharply declined.
Not to mention the moral implications that come with an intelligence superiority complex.

Actually, I had the same idea the other day except with convicted felons instead of idiots. It is more ethical and most people with a low IQ are criminals anyway... everybody wins. Eventually a lot of the criminal element will just die out.
