the writer's Guide, crafting fiction....somewhere there is a textbook for adult school/college on how to write short stories and they always have exercises of story starter topics. I took a class in 1994 and I know we used a book like that for many of our assignments. Our assignments were write a story using show not tell: using descriptive language to present a picture of what the piece is about without saying where it is or what you are describing until the last sentence. A special vacation, enjoying a relaxing afternoon sitting in the recliner at home. A journal entry offering advice to a future generation as a free written journal or letter format.
A favorite childhood memory or the exercise of Timed FreeWriting where you aren't allowed to stop writing, even if you repeat one word for 5 minutes it is supposed to get ideas flowing by just writing until time is up. Often that started a couple topics for stories for many of my classmates.
an exercise of Writing using a conversation between two people. often having natural sounding conversation between people is a bit tough to produce convincingly without holding up the storyline for the discussion. Often reading short stories by noted authors then writing reactions to the piece or being asked to rework the ending or write a critique asking the author to explain any theme or other question then use the critiques as a starting point for a class discussion? often that's enough of an exercise for many writers who may be unsure of their strengths and style yet.
my class was told that we would produce a manuscript of at least one short story from day 10 and it would be our final. So, some people started coming up with their own characters and they were always inserted into the exercise...whatever it was. Maybe it would be helpful or useful for your class to represent themselves as a character using certain personality traits that may or maynot be reality, then insert the character and sell a fictional vacation that they have to research.location/destination/pricing/accomodations/native culture as pertains to a tourists' attraction to that location. Then, still make an interesting story out of snorkeling on the Great Barrier Reef or whereever. Good Luck!

If you really take the time and make a serious effort you will be able to create your own story starters. It's not as difficult as you may think. Good luck.
