I recently heard from someone that if a person is technically savy, thay can trace to see if a DVD, from the library for instance, was copied and burned. Is this true?

No. There is no way to tell from looking at an original disc if it was copied or not. "Copying" and "reading" are performed in the same way, so who could tell the difference, anyway?

No, this is not true. Data would need to be written to the DVD. It is impossible to tell.
