Yah they could, but he's the one who writes the checks to the military, fires the ones who disagree with him, promotes the ones who like him, etc...

If people don't rise up and stop that sort of nonsense then they *allow* it to happen.
Dictators become dictators because too many people end up being scared and/or lazy.
