it's best to go with the times in this one.
usually i say they should shave when they start to realize what's going on, and start to feel uncomfortable.
in the end you're the parent, so ultimately it's your decision.
just remember to put yourself in your daughters shoes.
p.s. - i think waxing is best. shaving can result in cuts, rapid hair growth, thicker hair, and ingrown hairs.
if you start waxing her legs now, she will never have to deal with a thicker stubble.

Being self conscious of your hairy legs is a fate worse than death. Let your daughter shave when she asks! I was 10 years old and that was in the 70s!

I was 11. I was at my Grandmother's house and going to camp the next day. I took it upon myself to start shaving. I didn't get in trouble - they just showed me how to use one of those "pencils" to stop the bleeding. And they laughed - a lot - that I was going to camp with 30+ cuts on my legs.
It really depends on the girl. My 10yo is very hairy and I let her shave. It's not about "fitting in" - it's about letting her blend in. If she has issues, let her shave. I remember the girl who had a Mom who wouldn't let her shave - and then, when she finally relented (in high school), she was only allowed to shave up to her knee. I thought that was so very mean and I felt sorry for her.

My friends all shaved before I did...I couldnt shave until 11 1/2. It depends on what you think. My mom didnt want me to cut myself, so I used Nair, it really is a pain, but I wish I could go back to Nair, you only have to shave every 2 1/2 weeks or so!

I was allowed to shave for my 6th grade graduation pool party but not a day before.
Have you asked her why she wants to shave so bad? Is it to fit in with her friends or to get the attention of a boy? Or does she have dark hair and she is embarrassed of how it looks?
If you are uncomfortable letting her shave explain to her why and then let her make the decision on what she thinks is best for her.

I started shaving my legs at 12, but its different for everyone. My sister started shaving at 11. If you and her think that its the right time, go for it.

well I'm not a parent but I'm 15 now and i started shaving my underarm hair when i was 11 and i started shaving my legs when i was 12 & a half.

Its embarassing to have really dark hairy legs at the age of 13 when everyone else is shaving!
