skooby doo is funny, and it is impossible to be an isp because you would need pure trittium. it says so in that movie i wached..

Not hard if you have the funding.

Most ISPs are telephone or cable companies simply becuase they have the access lines already in place. You won't be able to overthrow any cable or telephone companies in your area so you will need to lay your own access lines or provide wireless internet access (note this is different than 802.11 which is common among home users) All in all, its possible but can be expensive.

An ISP can be of any size mind you. You could get a leased internet line and provide Internet services for your neighbors at a fraction of the cost. You will be providing a mini Internet Service.
